What does the new PDU say about campsites in Catalonia for 2020?<\/span><\/p>\n

The new Urban Master Plan for campsites in Catalonia has been initially approved and must be completed in 2020.<\/span><\/p>\n

This affects all initiatives: new camping licenses and any reform in one of the 350 existing campsites in Catalonia.<\/span><\/p>\n

If you have a campsite, perhaps you have already read the Master Plan, otherwise, don’t worry, here we make a summary so that you can maximize your activity within the law.<\/span><\/p>\n

 <\/p>\n

THE OBJECTIVE<\/span><\/p>\n

Improve the landscape integration of campsites with the incorporation of sustainability criteria.<\/span><\/p>\n

 <\/p>\n

GENERAL GUIDELINES<\/span><\/p>\n

New parameters are defined to define the regulations according to:<\/span><\/p>\n

    \n
  1. geographic area<\/span><\/li>\n
  2. soil type<\/span><\/li>\n
  3. urban proximity<\/span><\/li>\n<\/ol>\n

     <\/p>\n

    1) Geographical areas:<\/span><\/p>\n

    – Mount (you want to promote)<\/span><\/p>\n

    – Internal plans (we want to promote as long as it helps to diversify tourism)<\/span><\/p>\n

    – Coastal and pre-coastal (overcrowded)<\/span><\/p>\n

    – Micro towns (less than 500 inhabitants)<\/span><\/p>\n

     <\/p>\n

    2) Soil Type (from less protection to more protection):<\/span><\/p>\n

    – preventive protection<\/span><\/p>\n

    – territorial protection<\/span><\/p>\n

    – special protection<\/span><\/p>\n

    – special special protection<\/span><\/p>\n

     <\/p>\n

    3) Proximity to a town or highway<\/span><\/p>\n

    – up to 1000m<\/span><\/p>\n

    – between 1000m and 2000m<\/span><\/p>\n

    – from 1000m<\/span><\/p>\n

     <\/p>\n

    Broadly speaking, on the one hand, it is preferred to promote campsites in geographical mountain areas, interior plains and micro-villages on land with less protection.<\/span><\/p>\n

    On the other hand, campsites are prohibited within protected natural spaces (with some very minor exceptions) (biodiverse connectivity of flora and fauna is especially protected, completely restricting geological, humid, riparian forests and uncultivated forests).<\/span><\/p>\n

    Within these two extremes each specific combination is regulated.<\/span><\/p>\n

     <\/p>\n

    To specific features, according to the combination of area, type of soil and urban proximity of the campsite; The new Master Plan for campsites in Catalonia regulates:<\/span><\/p>\n

    – the maximum total area (between 3 and 10 hectares)<\/span><\/p>\n

    – the area to give in community spaces (between 10 and 20%)<\/span><\/p>\n

    – the maximum density (between 110 and 25 users \/ hectares)<\/span><\/p>\n

    IMPLEMENTATION GUIDELINES<\/span><\/p>\n

    The Plan defines the interior insertion of the campsite, differentiating between:<\/span><\/p>\n

      \n
    1. closures, environment and landscape<\/span><\/li>\n
    2. inner space<\/span><\/li>\n
    3. construction systems<\/span><\/li>\n<\/ol>\n

       <\/p>\n

        \n
      1. A) CLOSURES AND LANDSCAPE<\/span><\/li>\n<\/ol>\n

        Edge space: a transition space must be left with native vegetation without accommodation (between 5 and 15 meters)<\/span><\/p>\n

        Walls and slopes: dry stone following the topography and without foundations<\/span><\/p>\n

        Unitary volumetry: treat the entire envelope of the buildings as a facade (the roof must be thought of as an element that alters the landscape)<\/span><\/p>\n

         <\/p>\n

        1. B) INTERIOR SPACE<\/span><\/li>\n<\/ol>\n

          Use of the built heritage: plots included in the heritage of farmhouses<\/span><\/p>\n

          Compact buildings: grouping and avoiding dispersion<\/span><\/p>\n

          Accommodation height: ground floor with mezzanine (separated from each other of the same value as the height)<\/span><\/p>\n

          Continuity: with local architectural models and catalog of farmhouses<\/span><\/p>\n

          Enhance visuals: study and promote insertions with panoramic views of interest<\/span><\/p>\n

          Exterior spaces: bury installations, minimum percentage of free spaces, ensure the dismantling of supplies at the end of the activity<\/span><\/p>\n

          Minimize waterproofing: drainage pavements to guarantee 90% of the soil is permeable<\/span><\/p>\n

          Minimize landscaping: non-invasive, low-maintenance species avoiding urban-type landscaping.<\/span><\/p>\n

          1. C) CONSTRUCTION SYSTEMS AND ACCOMMODATIONS<\/span><\/li>\n<\/ol>\n

            Finishes: discreet colors in the earthy color palette<\/span><\/p>\n

            Signage: contain it<\/span><\/p>\n

            Mobile, semi-mobile or fixed accommodation: they are allowed as long as they do not exceed 50% of the accommodation units.<\/span><\/p>\n

            Stores: on the ground without foundations<\/span><\/p>\n

            Prohibited: ceramic or stone work<\/span><\/p>\n

            Materials: light, easily transportable or removable<\/span><\/p>\n

             <\/p>\n
