That decision defines the timeline.<\/p>\n<p>Below, I\u2019ll break down each type of permit from the simplest to the most complex, with realistic time expectations and direct insight from daily experience as a Barcelona architect working with homeowners and Barcelona contractors.<\/p>\n<h2>The \u201cPrevious Consultation\u201d System<\/h2>\n<p>Before doing anything, your Barcelona architect or yourself must run the \u201cPrevious Consultation\u201d on the City Hall website.<br \/>\nYou must specify:<\/p>\n<ul>\n<li>Exact address<\/li>\n<li>Cadastral reference<\/li>\n<li>Type of renovation works: whether you change layout, touch structural walls, or\u00a0modify windows or fa\u00e7ades<\/li>\n<\/ul>\n<p>The system automatically assigns one of the following procedures. There is no way around it.<br \/>\nThis is why two identical apartments in different streets can have completely different timelines.<\/p>\n<h2>Types of Barcelona renovation permits (from fastest to slowest)<\/h2>\n<h3>1) Assabentat (The simplest one)<\/h3>\n<h4>When is it used?<\/h4>\n<ul>\n<li>No layout changes<\/li>\n<li>No walls removed<\/li>\n<li>No structural modifications<\/li>\n<li>No exterior actions in any fa\u00e7ade, terrace, patios<\/li>\n<\/ul>\n<h4>Typical for:<\/h4>\n<ul>\n<li>Kitchen renovation<\/li>\n<li>Bathroom renovation<\/li>\n<li>Flooring replacement<\/li>\n<li>Interior finishes<\/li>\n<\/ul>\n<h4>Key characteristics:<\/h4>\n<ul>\n<li>100% online process<\/li>\n<li>Automatic approval<\/li>\n<li>No technical project required<\/li>\n<li>No review by Architects Institute<\/li>\n<li>No waiting period<\/li>\n<\/ul>\n<h4>Timeline:<\/h4>\n<ul>\n<li>You can submit it online the day before starting the works<\/li>\n<li>This is the fastest scenario for a Barcelona renovation.<\/li>\n<li>If your project fits here, you\u2019re lucky.<\/li>\n<\/ul>\n<h3>2) Comunicado Inmediato<\/h3>\n<p>This is where complexity begins.<\/p>\n<h4>Mandatory when:<\/h4>\n<ul>\n<li>You change layout<\/li>\n<li>You remove at least one wall<\/li>\n<li>Your neighbourhood is not specially controlled<\/li>\n<li>The property is not under heritage restrictions<\/li>\n<\/ul>\n<h4>What you need:<\/h4>\n<ul>\n<li>Technical project signed by a Barcelona architect or qualified technician<\/li>\n<li>Detailed structured documentation with chapters, tags and compliance statements<\/li>\n<li>Payment of 4% of the total renovation cost in taxes before you start construction<\/li>\n<\/ul>\n<h4>Who reviews it?<\/h4>\n<ul>\n<li>ONLY the <em>Col\u00b7legi d&#8217;Arquitectes de Catalunya<\/em> (Architects&#8217; Institute) or another qualified\u00a0certifier<\/li>\n<\/ul>\n<h4>Real timeline:<\/h4>\n<ul>\n<li>15 days \u2192 Architect prepares the technical project (this excludes the design process)<\/li>\n<li>15 days \u2192 for Architects Institute to review and approve<\/li>\n<li>24hours \u2192 for your Architect to submit the approved project to City hall online system (unless their platform is giving errors which is the case usually)<\/li>\n<li>Total: <strong>1 month<\/strong> to request permit only<\/li>\n<\/ul>\n<p>This is the standard path for many Barcelona renovation projects involving layout changes IF not doing any exterior actions nor location is on a protected neighbourhood or building.<\/p>\n<h3>3) Comunicado Diferido<\/h3>\n<p>Same base as <em>Comunicat Immediat<\/em>, but now the City Hall district also reviews it during one more month.<\/p>\n<h4>Which properties are affected?<\/h4>\n<ul>\n<li>Most properties in <em>Eixample<\/em> and Gothic Quarter<\/li>\n<li>Buildings considered \u201cworth reviewing\u201d<\/li>\n<li>Areas with stricter urban control<\/li>\n<\/ul>\n<h4>Who reviews it?<\/h4>\n<ul>\n<li>Architects Institute<\/li>\n<li>City Hall district technicians<\/li>\n<\/ul>\n<h4>Timeline:<\/h4>\n<ul>\n<li>15 days \u2192 Architect prepares project (this excludes the design process)<\/li>\n<li>15 days \u2192 Architects Institute review<\/li>\n<li>30 days \u2192 City Hall district review<\/li>\n<li>Total: <strong>2 months<\/strong> to request permit<\/li>\n<\/ul>\n<p>This is extremely common in\u00a0<em>Eixample<\/em> and\u00a0<em>Gothic<\/em> district.<br \/>\nIf you are renovating there, expect at least two months before starting.<\/p>\n<h3>4) Comunicado Diferido con Patrimonio<\/h3>\n<p>Now we enter heritage territory.<\/p>\n<h4>Which properties are affected?<\/h4>\n<ul>\n<li>Building protected (building built in early 1900)<\/li>\n<li>Located in heritage-sensitive areas<\/li>\n<li>Interior elements protected<\/li>\n<li>Historical value involved<\/li>\n<\/ul>\n<h4>Who reviews it?<\/h4>\n<ul>\n<li>Architects Institute<\/li>\n<li>City Hall district<\/li>\n<li>Heritage department<\/li>\n<\/ul>\n<h4>Timeline:<\/h4>\n<ul>\n<li>15 days \u2192 Architect prepares project<\/li>\n<li>15 days \u2192 Architects Institute review<\/li>\n<li>30 days \u2192 City Hall district review<\/li>\n<li>30 days \u2192 Heritage department review<\/li>\n<li>Total: <strong>3 months<\/strong> to request permit<\/li>\n<\/ul>\n<p>And that\u2019s assuming no corrections are required.<br \/>\nIn Barcelona, many properties in central districts fall into this category.<\/p>\n<h3>5) Licencia sin Patrimonio<\/h3>\n<p>Now things get heavier.<\/p>\n<p>This type activates automatically when:<\/p>\n<ul>\n<li>You alter exterior elements such as windows, fa\u00e7ades, terraces or patios<\/li>\n<\/ul>\n<h4>What changes here?<\/h4>\n<ul>\n<li>Full technical project required<\/li>\n<li>Fa\u00e7ade drawings of entire building<\/li>\n<li>Detailed compliance reports<\/li>\n<li>Deeper revisions<\/li>\n<li>More urban planning documentation (full building drawings)<\/li>\n<\/ul>\n<h4>Timeline:<\/h4>\n<ul>\n<li>Expect <strong>4 months minimum<\/strong><\/li>\n<\/ul>\n<p>Often longer depending on district workload.<br \/>\nThis is not a simple notification.<br \/>\nThis is a full license procedure.<\/p>\n<p>Many people underestimate this when doing a Barcelona renovation involving window replacements.<\/p>\n<h3>6) Licencia con Patrimonio<\/h3>\n<p>This is the most complex scenario.<\/p>\n<h4>Common when:<\/h4>\n<ul>\n<li>Touching fa\u00e7ades\/patios\/terraces in Eixample and Gothic Quarter<\/li>\n<li>Changing windows in protected buildings<\/li>\n<li>Any exterior change in heritage-listed property<\/li>\n<\/ul>\n<h4>Who reviews it?<\/h4>\n<ul>\n<li>Architects Institute<\/li>\n<li>City Hall district<\/li>\n<li>Heritage department<\/li>\n<\/ul>\n<p>But here is the real problem is they move paperwork back and forth when asking for more specifications.<br \/>\nSo every time one department makes one requierement, even if your architect takes 24hours to reply; they will still look at it only after 1 month. Imagine this nightmare:<\/p>\n<ul>\n<li>Heritage makes a comment like, compare the next building facades frame color to your chosen one to give proof \u2192 1 month (they take 1 month to send this comment)<\/li>\n<li>Architect replies \u2192 24hr<\/li>\n<li>Heritage replies again \u2192 1 month<\/li>\n<\/ul>\n<p>This can easily become a 6-month process or more. It is a paperwork marathon.<br \/>\nIf you are planning a Barcelona renovation in a heritage building, become a Yogi first to be a patience master.<\/p>\n<h2>Structural walls: the hidden time factor<\/h2>\n<p>If you plan to remove a structural wall, there is an extra layer to be added even before you ask for permit.<\/p>\n<h3>Neighbour approval<\/h3>\n<p>Before even applying for permit:<\/p>\n<ul>\n<li>You must inform the building community<\/li>\n<li>Your architect must prepare a structural proposal and send it to neighbours trough the building community<\/li>\n<li>Neighbours may hire their own architect to review it (or ask their many architect friends who have not built a thing in decades) (we just don&#8217;t respond to architects who are not the official building community architect because there is a clear conflict of interest and this is how we expose it later to neighbours making sure it&#8217;s included in the official meeting&#8217;s report)<\/li>\n<li>Usually a meeting with neighbours is organized with your Barcelona architect to expose the proposal, the comments of the neighbour&#8217;s architect and answer questions<\/li>\n<li>The neighbours must vote to confirm your proposal based on technical factors only<\/li>\n<li>You need at least 80% of owners in favour or not voting<\/li>\n<li>May owners vote without technical suported comments, you may suit them. This means starting a process of 2-5 years (this has happened us twice in a lifetime when we&#8217;re processing 50 of these every year)<\/li>\n<\/ul>\n<p>The building administration (<em>Administraci\u00f3n de Fincas<\/em>) manages this process. They are usually very unefficent.<\/p>\n<h4>Timeline:<\/h4>\n<ul>\n<li>Around 2 months<\/li>\n<li>And this happens BEFORE permit submission<\/li>\n<\/ul>\n<p>Many homeowners forget this step and lose time. In our architecture studio, this is the VERY first thing we do, sometimes even before we start the design process. Saving you re-doing the full process.<\/p>\n<h2>Summary: How long does a Barcelona renovation permit take?<\/h2>\n<p>Here is the realistic overview:<\/p>\n<ol>\n<li>Assabentat \u2192 Immediate<\/li>\n<li>Comunicado Inmediato \u2192 1 month<\/li>\n<li>Comunicado Diferido \u2192 2 months<\/li>\n<li>Comunicado Diferido con Patrimonio \u2192 3 months<\/li>\n<li>Licencia sin Patrimonio \u2192 4 months +<\/li>\n<li>Licencia con Patrimonio \u2192 6 months +<\/li>\n<\/ol>\n<p>Add <strong>2 extra months<\/strong> if structural wall approval from neighbours is required.<\/p>\n<p><strong>And remember: <\/strong>These are timelines to OBTAIN the permit only \u2014 not to design your new layout, not to complete the renovation.<\/p>\n<h2>How to move faster (realistic advice)<\/h2>\n<p>You cannot hack the system. But you can avoid mistakes.<\/p>\n<h3>1. Keep your renovation simple<\/h3>\n<p>The more you touch:<\/p>\n<ul>\n<li>Structure<\/li>\n<li>Fa\u00e7ade<\/li>\n<li>Terrace<\/li>\n<li>Windows<\/li>\n<\/ul>\n<p>The longer it will take. If you can avoid modifying exterior elements, do it.<\/p>\n<h3>2. Hire a local Barcelona architect early<\/h3>\n<p>The <em>\u201cPrevious Consultation\u201d<\/em> defines everything. Do not guess.<br \/>\nLet your Barcelona architect:<\/p>\n<ul>\n<li>Run the consultation<\/li>\n<li>Evaluate risks<\/li>\n<li>Define strategy<\/li>\n<li>Calculate taxes<\/li>\n<li>Estimate timeline<\/li>\n<\/ul>\n<p>Without that, you are planning blindly. Focus on what&#8217;s important first. Dealing with new desing is exciting, but it won&#8217;t be a thing if you don&#8217;t plan accordingly with someone who knows the local rules and complex process.<\/p>\n<h3>3. Coordinate architect and Barcelona contractor<\/h3>\n<p>A professional Barcelona contractor must:<\/p>\n<ul>\n<li>Wait for correct permit to be approved<\/li>\n<li>Understand limitations<\/li>\n<li>Respect structural approvals and process<\/li>\n<li>Adapt execution to the license granted<\/li>\n<\/ul>\n<h4>Starting without permit can mean:<\/h4>\n<ul>\n<li>Stop-work in the middle of construction<\/li>\n<li>Legal complications with neighbours<\/li>\n<\/ul>\n<p>It is not worth the risk.<\/p>\n<h3>4. If structural walls are involved, talk to neighbours first<\/h3>\n<p>Do not design first and inform later.\u00a0Instead:<\/p>\n<ul>\n<li>Hire a local architect who can sign and ask for permit<\/li>\n<li>Prepare structural study<\/li>\n<li>Inform building administration<\/li>\n<li>Be kind to neighbours while building consensus to get 80% approval (don&#8217;t tell them everything or it can get against you)<\/li>\n<\/ul>\n<p>Neighbour opposition cannot only delay everything, but your renovation later will be a nightmare with constant complains that sometimes can stop the process.<\/p>\n<h2>My recommendation<\/h2>\n<p>You may already know that Spanish paperwork is illogical and complicated to move forward (remember your NIE process?).<br \/>\nSo my #1 recommendation is simple:<\/p>\n<p><strong>Keep things simple \u2014 especially with paperwork.<\/strong><\/p>\n<p>The more complex the intervention, the longer the timeline. Before budgeting your Barcelona renovation:<\/p>\n<ul>\n<li>Ask a local architect to perform the \u201cPrevious Consultation\u201d<\/li>\n<li>Confirm which permit applies<\/li>\n<li>Calculate realistic waiting time<\/li>\n<li>Plan your contractor schedule accordingly<\/li>\n<\/ul>\n<p>Do not rely on assumptions. In Barcelona, the permit defines your timeline \u2014 not the construction itself.\u00a0And everything starts with that automatic system.\u00a0If you want clarity, start there.<\/p>\n<h2>Anecdote<\/h2>\n<p>Twice last year we&#8217;ve had clients calling us saying: <em>I&#8217;ve already have the design, I just need to apply for permit ASAP and start renovation so I can move in in the next 4 months<\/em>.<br \/>\nBoth had hired other non-local architects for the design, spending 3 months designing and then when the permit time came, they disappeared with no clear explanaition.<br \/>\nBoth of them had to wait for 8 more month before getting permit approval for a simple renovation with some structural reinforcement. Plus paying another local architect to drive them trhough the paper-to-reality process.
